Partners in Aid is an Australian not-for-profit international development organisation supporting community-led projects delivered by local NGOs in Sri Lanka, India, Fiji and the Philippines. Operating since 1962, we focus on building local skills, improving access to services, and promoting sustainable, community-driven development. We align with ACFID and DFAT policies and are committed to inclusion and safeguarding of adults and children. 

We are seeking a Vice Chair & HR Coordinator to provide governance depth, support the Chair, and lead people-focused practices across a volunteer Board. This role also keeps succession planning open for a future transition to Chair. 

Key Responsibilities 

  • Governance leadership: Support the Chair in agenda setting, follow-ups, and continuous improvement of Board practices. 
  • Policy & compliance: Oversee periodic reviews of governance and HR-related policies (Code of Conduct, Safeguarding, Complaints, Whistleblower, Conflict of Interest, Risk). 
  • Board HR & wellbeing: Coordinate onboarding/offboarding, role descriptions, light check-ins and development plans for Directors/volunteers; help with recruitment and succession planning. 
  • Performance & risk: Maintain Board skills matrix, track action items and risk register items assigned to people/governance, and facilitate annual Board self-assessment. 
  • Culture & inclusion: Promote a constructive, inclusive, and accountable culture aligned to ACFID/DFAT standards and PIA values. 
  • Acting for the Chair: From time to time, chair meetings or represent the Chair as needed. 

Ideal Profile 

  • Demonstrated governance experience (Board or Committee) in a small NFP (ideally without staff) and familiarity with ACFID Code of Conduct. 
  • People leadership/HR background (volunteer management, light performance practices, recruitment, onboarding, conflict resolution). 
  • Strong organiser and communicator; comfortable operating pragmatically in a volunteer-run organisation. 
  • (Nice to have) Experience with risk management, policy reviews, and minute/action tracking; exposure to DFAT compliance is a bonus. 

Time Commitment 

  • Board & Advisory meetings: ~2 hours/month by Zoom (Board meets monthly; Advisory Group joins every second month). 
  • Operational portfolio: Typically ~6 hours/month (slightly more during recruitment, policy review cycles, or annual planning). 

Term & Induction 

Three-year term with possibility of re-election. Full induction to Board policies, procedures, and tools provided. Mentoring for a future Chair transition is available for the right candidate.
